  1. The proposal would constitute inappropriate development in the Green Belt and there would be a loss of openness.  Additionally, the scale and design of the proposed two storey side extension would have an adverse visual impact upon the character and appearance of the surrounding countryside.  Consequently, the proposal fails to accord with Saved Policies GBSP1, GBSP2 and RA3 of the Welwyn Hatfield District Plan 2005 and National Planning Policy Framework 2012.

 

  1. The proposal, by virtue of its scale, bulk, width and design, would not complement and reflect the design and character of the host dwelling, would fail to be subordinate in scale to the host dwelling, and in turn, would detract from the character of the area.  Consequently, this aspect of the proposal would not represent a high standard of design, contrary to Saved Policies D1, D2 and GBSP2 of the Welwyn Hatfield District Plan 2005, Supplementary Design Guidance 2005 (Statement of Council Policy) and National Planning Policy Framework 2012.
